I think the short answer would be that IMO I would consider it to be completely non toxic and very safe yes.
While it’s probably beyond the level of research that most people would want to become involved in and I don’t think that most people would consider any of the materials used in any of the breathable or semi breathable mattress protectors to be harmful … there is a little more information about the different types of membranes in the last part of post #2 here and some of the information sources it links to.
