Unfortunately the “New Topic” button doesn’t appear on the linked page for most users. You can only currently create a new topic in one of the Expert Member Sections under “Talk to the Experts” by picking a forum related to your new topic. Otherwise you can add your new post to an existing thread on a related topic which you can find with a forum search.
