I need a new bed frame, my room is small and my current bed is queen sized. I don’t know if I want to get a twin bed to have more space, if I decide later I do then I would still like to use the bed frame without having to buy a new one, and a twin sized box spring to increase the bed.

I am not quite sure what you are asking. If you buy a twin bed frame, there is no reason why you could not use it at a later date.
I am assuming you will be trading you queen sized mattress for a twin to increase space in the room.
You could get a knickerbocker Em Brace 360 Platform bed frame, they are awesome, supportive and take about 2 minutes from box to fully assembled. It has adjustable height legs for small adjustments to height. If you want to raise the height of the mattress, you could add a box foundation on top of the platform, but if the height is not an issue, the frame will work without a box.
Depending on your spacial requirements, you may want to opt for a twin xl if length is not an issue. This would prepare you for a king set up down the road by adding a second twin xl.

I mean I want the width of the bed frame to be adjustable from twin to king sizes, and height adjustable anywhere from like a few inches to 15 inches off the ground, though that might be a big ask.
From a bunch of searches I only found frames that can do one or the other but not both.
I need to research bed frames that can be expanded from a twin to a king size as there are so many systems out there, it is impossible to know every one.
Currently, the Knickerbocker bedframes seems to be a leading option, though it isn’t self-adjustable. This frame comes in four pieces, and can be complemented by the Em Brace Platform, which eliminates the need for a box spring.

Not exactly top of the line but it does what you wanted to do. How well it will do it.That’s the question.
It doesn’t have to be automatically adjustable, changing the width and height manually is fine.
Than this one from sams for $45 may just be what you are looking for!

For this bed frame (the one at Sams Club)
you would need to use some type of box spring or flat board, as a platform for the mattress to be placed on. The frame itself is adjustable from twin to king.
For the EmBrace 360 Platform, you would not need a box spring, you can place your mattress directly on the platform.

It doesn’t look like the legs can get very tall
