I am going to purchase a queen foam mattress (80" x 60"). I was looking at steel base platform bed frames for the queen size. These are the foldable bed frames that have multiple legs, stand about 14" high, with metal bars running across the width of the frame. They are often bought at places like Walmart or Target. I saw one bed frame that was 80" x 60" and another that was 79" x 59". For a foam mattress, is it better to have the frame equal the size of the mattress (80" x 60"), or is it better to have the frame slightly smaller (79" x 59") than the mattress?

It will be fine either way.
The only time it could make any meaningful difference is if you are using the platform bedframe inside a wooden bedframe if a slightly larger size doesn’t fit as well.
